HEPI is issued annually by Commonfund Institute. New first-time freshmen from the 34 southern most counties in Illinois who qualify for the Academic Competitiveness Grant will be given an alternate tuition rate of 0.8 times the normal residency rate, guaranteed for four years along with the appropriate Guaranteed Tuition Plan. The non-residency multiplier for students from Missouri, Kentucky, Indiana, Tennessee, and Arkansas will be 1.0. For Undergraduates, this multiplier will be guaranteed for four years along with appropriate Guaranteed Tuition Plan. Tuition costs are locked in at the same annual rate for up to four continuous academic years following initial enrollment. The minimum course load for full-time as an undergraduate is 12 hours and the typical load is 15 hours.   HEPI Index Value and CPI Index Value in 1983 = 100.
